Are you asking how to make the 4-Wheeler Extended to follow the spline exactly?

No, I know how to the target (green cross) go faster, if the line is small target is too slow if it is large target goes faster! I want a small line in the target walk fast

The way 3ds max (i guess this is what you are using) with path constraint works is that it makes keys on the spline in the begging and one in the end of the timeline. If you like for the TargetMesh to go faster on the spline you need to first select the TargetMesh so that you are able to see the keys in the timeline in the bottom and then pull the last key towards the begging of the timeline.
