You can create this, but it has to be done after the recording has been done. Once you've record the animation for your vehicle, select WheelerExt_WheelRelocatorMesh_FRTransform (for example), rotate it to the desired angle and set a key frame (setting a key frame is only needed in Maya, 3ds MAX has auto key frame on by default).
