If you download the latest bundle you will get it. I believe it was release around 22nd of April this year.

While
Craft SoftMotionCam softens the motion of a camera or an object, like a steady cam,
Craft MotionFilterCam overcompensates and will exaggerate the movement it inherits from its parent (see image below).
